BEAD 5-Year Action Plan & Initial Proposal

In June 2023, Governor Josh Shapiro announced that the Commonwealth of Pennsylvania will receive more than $1.16 bill in federal funding under the Infrastructure Investments and Jobs Act (IIJA). In accordance with federal requirements, we completed a 5-Year Action Plan. This plan informs both residents and partners of the Commonwealth as we seek to bridge our digital divide. This plan was approved in October 2023.

 

Additionally, we were required to complete an Initial Proposal: Volume I & Volume II. Volume I outlines existing broadband funding, unserved / underserved Broadband Serviceable Locations (BSLs), Community Anchor Institutions, as well as the challenge process for BEAD funding of the Initial Proposal have been completed and are under review. Volume II outlines local coordination efforts, subgrantee selection process, implementation activities, labor standards and workforce readiness, low-cost service options, middle-class affordability, among many other items.
